It would have been nice to see a freewheeling Senate debate on aid to Ukraine and Israel - and maybe on border security as well. But that’s not how the modern Senate works, as both parties have clamped down on amendments, which used to be the best thing about the Senate of my youth.

I've started working on the Hill as a reporter in 1986. I had my first job on the Hill in 1980.
