This might sound like a dumb question, but where does Congress get the money from to approve more disaster relief? Does it get printed, and added to tab this country already has?
I had two thoughts when you mentioned the California elections.
1. California has one of the world's largest economies. If it were a country California would be the fifth largest in the world. That level of importance means they cannot be careless about how elections are conducted, so size alone justifies extra layers of scrutiny and participation.
2. This week's This American Life is a case study in election accuracy and reliability. But despite a textbook example of electoral excellence the current elected leader of Venezuela still finds ways to circumvent the system. This is an unbelievable story. The opening 40 minutes tells the tale.
What a joke for Feenstra to posture as fighting for his district to get their “fair share.” His constituents have missed out on projects worth tens of millions because of his refusal to submit earmark requests.

Not a dumb question. The spending just gets added on to the deficit, unless it is paid for with offsetting budget cuts
