Jamie, the money for "Congressionally Directed Spending" still gets allocated, right? It just specifies where the money will be spent and isn't an "additional" allocation. In other words, money that is not earmarked is spent however the executive branch wants to spend it.
Exactly. The total amount is no different. Instead of the Department of Transportation handing it, Congress specifies what gets funded. You can have your member of Congress do it, or a faceless bureaucrat.
